abdullah bin mohammad bin aqeel

and albani clearly said that the chain cannot go low than hasan

that is, it is hasan to say the least

so, let us see the criteria for hasan hadeeth as per albani

and for that we consult ibn hajar’s tehzeeb ut tehzeeb

he writes there

[19] بخ د ت ق البخاري في الأدب المفرد وأبي داود والترمذي وابن ماجة عبد الله بن محمد بن عقيل بن أبي طالب الهاشمي أبو محمد المدني

وذكره بن سعد في الطبقة الرابعة من أهل المدينة وقال كان منكر الحديث لا يحتجون بحديثه

ibn saad says he is from 4th category from people of madina; and he is munkir-ul-hadeeth; and his ahadeeth should not be presented

وقال بشر بن عمر كان مالك لا يروي عنه وقال علي بن المديني وكان يحيى بن سعيد لا يروي عنه وقال يعقوب بن شيبة عن بن المديني لم يدخله مالك في كتبه قال يعقوب وابن عقيل صدوق وفي حديثه ضعف شديد جدا زكان بن عيينة يقول أربعة من قريش يترك حديثهم فذكره فيهم

bashar bin umar said that malik did not narrate from him; and yahya said malik did not include his ahadeeth in his book; yaqoob said that he is sudooq but his ahadeeth are too weak; zakan bin arbaya said that there are four in quraish whose ahadeeth are rejected,, and he counted them amongst them

وقال حنبل عن أحمد منكر الحديث وقال الدوري عن بن معين بن عقيل لا يحتج بحديثه وقال معاوية بن صالح عن بن معين ضعيف الحديث

hanbal said munkir ul hadeeth
dori narratd from ibn moin: do not argue with his ahadeeth
and again he said: daif ul hadeeeth
and also nisai said he is daif
