allama syed razi jafar naqvi writes in introduction to tafsir saafi about quran and heirs of quran

” and the verses of which have so much of control over time and space that if heirs of quran (warithaan-e-quran) wish, they can move mountains, travel distances in earth, and talk to dead with it.

as we find in quran

وَلَوْ أَنَّ قُرْآنًا سُيِّرَتْ بِهِ الْجِبَالُ أَوْ قُطِّعَتْ بِهِ الْأَرْضُ أَوْ كُلِّمَ بِهِ الْمَوْتَىٰ ۗ بَلْ لِلَّهِ الْأَمْرُ جَمِيعًا

[surat raad, verse 31]

{shakir} And even if there were a Quran with which the mountains were made to pass away, or the earth were travelled over with it, or the dead were made to speak thereby; nay! the commandment is wholly Allah’s

in regards to this verse, scholars of tafsir have written that the answer to لَوْ is hidden, and that is actually

لكان هذا القران

it is this quran

so, the meaning of this verse is

“if there is any quran which can move mountains, travel distances or talk to dead, it is this quran”
