allama hussein bakhsh jara writes in his tafsir about the verses from surat ul qayama

22. وُجُوهٌ يَوْمَئِذٍ نَاضِرَةٌ
(Some) faces on that day shall be bright,

23. إِلَىٰ رَبِّهَا نَاظِرَةٌ
Looking to their Lord.

he says:-

“those people who believe in ROYAT/seeing of allah get deceived from the appearance of this verse; and i will present the research of allama tabarasi for this word NAZARA so that the issue is clarified and confusion is removed;; he says that the word NAZAR has two meanings;

1- looking with eyes
2- waiting

those who believe that it means looking with eyes; they again have two groups

1- those who say that we will look at allah with our eyes
2- those who say that the thing which is pointed to, that is hidden, and that is الئ ثواب ربها that is to the reward from allah

and وجوه /faces is plural of وجه/face;; and looking has been attributed to faces though it is the task of eyes
this is because eyes is part of face and what is being done by part has been attributed to total as majaz mursal (?)

as per the beliefs of imamia, ROYAT/seeing of allah is not possible;neither in this world nor on the day of qayamat;; not by ordinary person nor by angels, prophets and beloved ones; this is because it is written in another place that eyes cannot catch him;;

allama tabarasi has given three reasons for rejection of royat/seeing

1- what can be seen by eyes, it is possible to point to that with eyes and that is not possible for allah just like it is not possible to point at him with hands
2- eyes can see what is in front of it; and that is not possible for allah since allah is free from being bounded in place
3- for seeing it is must that light rays must hit that; and it is not possible that light rays can hit allah

keep in mind that the word used is NAZARA which means looking; and it is different than seeing/royat;; and royat is not necessary for nazara;; so if nazara is attributed to eyes then it means trying to see;; and if it is attributed to heart, it means trying to get maarifat of/understand;; and it is generally said that i was looking at him and finally saw him;; so the word nazara does not mean royat

the other meaning of nazara is waiting; that is, eyes of momins will be waiting for the bounties of allah; and this is what has been told by amir ul momineen asws.
