In this article, We would review this person, as to what Scholars have mentioned about Him.

He has been counted in Sahaba by many Scholars of Ahlusunnah. Let us see a few examples in them

Ibn Hibban included him in his Thiqaat, in the chapter in which He counted the names of Sahaba [1]

Ibn Qani’i counted him a Sahabi in his Maujam al Sahaba [2]

Ibn Abi Hatim counted him as Sahabi in his Al Jarah wa al Ta’deel [3]

Abu Naeem counted him as Sahabi in his Ma’arifat us Sahaba [4]

Tirmidhi counted him as Sahabi in his Sunan [5]

Ahmad bin Hanbal counted him as Sahabi[6]

Ibn Hajar counted him in Sahaba [7]

Dhabi counted him as sahabi [8]

Darqutni counted him in Sahaba [9]

Ibn Younas counted him in Sahaba [10]

Albany counted his narrations Sahih [11]

Sheikh Hamza Ahmad Zain counted his narrations Sahih [12]

So, We see about 12 Scholars who counted him as Sahabi.

Now

Let us see what Scholars of Ahlusunnah wrote about his acts.

Ibn Atheer wrote in Usd-ul-Ghaba

وشهد صفين مع معاوية، وكان شديدًا على علي وأصحابه:

He participated in Siffen alongwith Mawia, and He was rough on Imam Ali (asws) and His companions [13]

Similarly, Ibn Atheer further wrote

 منها ما نقله أهل الأخبار وأهل الحديث أيضًا؛ من ذبحه عبد الرحمن وَقُثَم ابني عبيد الله بن العباس بن عبد المطلب، وهما صغيران، بين يدي أمهما

And what has been narrated by those who narrate Narrations and those who are people of Hadeeth also, is that He slaughtered AbdurRehman and Quthum, sons of Ubaidullah bin Abbas bin Abdul Mutallab, and they were children, in front of their mother.

Regarding the same incident, He further wrote

 ولما قتل ابني عبيد الله أصاب أمهما عائشة بنت عبد المدان من ذلك حزن عظيم فأنشأت تقول: 

هـا من أحـس بَنِـيَّ اللذيـن همـا كـالـدرتيـن تَشَظَّـى عنهما الصدف

الأبيات، وهي مشهورة، ثم وسوست؛ فكانت تقف في الموسم تنشد هذا الشعر، ثم تهيم على وجهها. ذكر هذا ابن الأنباري. والمبرد، والطبري، وابن الكلبي، وغيرهم

When he killed sons of Ubaidullah, their mother, Ayesha bint Abdul Madan was hurt a lot, and She said these verses of poetry

Has anyone seen my sons who were just like pearls who were just out of Shell

These are famous lines of poetry. Then She got mad, and She would say these lines in Season of Haj in front of people and hit her face. This has been mentioned by al Anbari, Al Mabrad, al Tabarai, Ibn ul Kalabi etc

Researcher of the Urdu translation, writes in the footnotes of Usd-ul-Ghaba

There were some Sahaba who got involved in Fitn/troubles, and We do not believe in their greatness, It is just that they were Sahaba, and We regard that, and therefore, do not say bad about them.

The researcher further said

The cruelty shown by Basr bin Artaat on innocent sons of Ubaidullah, makes our Heart shiver even today 

Ibn Atheer further wrote about him

 وكان معاوية سيَّره إلى الحجاز واليمن ليقتل شيعة علي ويأخذ البيعة له

Mawia sent him to Hijaz and Yemen to kill Shia of Imam Ali (asws) and take allegiance from them for Mawia

Ibn Atheer further writes

ودخل المدينة، فهرب منه كثير من أهلها منهم: جابر بن عبد الله، وأبو أيوب الأنصاري، وغيرهما وقتل فيها كثيرًا. وأغار على همدان باليمن، وسبى نساءهم، فكنّ أول مسلمات سبين في الإسلام، وهدم بالمدينة دورًا، وقد ذكرت الحادثة في التواريخ، فلا حاجة إلى الإطالة بذكرها.

Basr entered Madina, and a lot of residents ran away from there, including Jabir bin Abdullah Ansari, Abu Ayub Ansari etc, and He killed a lot of people there. And He attacked Hamdani, and captured their women, and they were the first women who were captured in Islam. And he destroyed a lot of houses in Madian. These have been mentioned in History and there is no need to mention it in more detail 

Ibn Abdul Bar also mentioned these things in his Al Istiaab [14]

As regards to opinion of Scholars about Him, We find Yahya bin Moin saying

حَدَّثَنَا عَبْدُ الرَّحْمَنِ بْنُ يَحْيَى قَالَ حَدَّثَنَا أَحْمَدُ بْنُ سَعِيدٍ، قَالَ حَدَّثَنَا ابْنُ الأَعْرَابِيِّ، قَالَ حَدَّثَنَا عَبَّاسٌ الدُّورِيُّ، قَالَ: سَمِعْتُ يَحْيَى بْنَ مَعِينٍ يَقُولُ:
كَانَ بُسْرُ بْنُ أَرْطَاةَ رَجُلَ سَوْءٍ.

Abbas al Dauri says that I heard Yahy bin Moin saying that Basr was an evil man [15]

Ibn Atheer said

وقال الدارقطني: بسر بن أرطاة له صحبة، ولم تكن له استقامة بعد النبي صَلَّى الله عليه وسلم

Darqutni said that Basr bin Artaat was Sahabi, but He did not remain steadfast after Holy Prophet (asws) [16]
