The narration according to which `Umar (ra) congratulated `Ali (ra) on the event of Ghadeer is weak.
أخبرنا أبو الحسن بن قبيس ، نا ـ وأبو النجم بدر بن عبد الله ، أنا ـ بكر الخطيب ، نا عبد الله بن علي بن محمد بن بشران ، أنا علي بن عمر الحافظ ، أنا أبو نصر حبشون بن موسى بن أيوب الخلال ، نا علي بن سعيد الرملي ، نا ضمرة بن ربيعة القرشي ، عن ابن شوذب ، عن مطر الوراق ، عن شهر بن حوشب ، عن أبي هريرة ، قال : من صام يوم ثماني عشرة من ذي الحجة كتب له صيام ستين شهرا ، وهو يوم غدير خم لما أخذ النبي صلى الله عليه وسلم بيد علي بن أبي طالب ، فقال : ” ألست أولى بالمؤمنين ؟ ” قالوا : بلى يا رسول الله ، قال : ” من كنت مولاه فعلي مولاه ” ، فقال عمر بن الخطاب : بخ بخ لك يابن أبي طالب ، أصبحت مولاي ومولى كل مسلم ، فأنزل الله عز وجل : اليوم أكملت لكم دينكم سورة المائدة آية 3 ، ومن صام يوم سبعة وعشرين من رجب كتب له صيام ستين شهرا ، وهو أول يوم نزل جبريل عليه السلام بالرسالة

It is narrated from Abu Hurairah that he said : whoever fasts the day of the eighteenths of dhil-hijjah it’s like he fasted sixty months, and this is the day of Ghadeer Khum when Rasool Allah(saw) took the hand of Ali and said : Haven’t I more right over the believers? They answered : Indeed, O Messenger of Allah. He said : whoever i’m his mawla, then Ali is his Mawla. Omar ibn khattab said: Congratulations, O son of Abu Talib, as you have become my Mawla and the Mawla of all Muslims. On this, Allah revealed, today i have completed for you your religion. And whoever fasts on the 27th of Rajab, fasts of sixty months is written for him. And this was the first day on which Jibrael (as) came with revelation.

Tarikh Ibn `Asakir

This narration is weak due to the Tafarrud and Tadlees of Shahr bin Hawshab.

So, we see that they have made 3 claims

1- Chain is weak

2- Tafarrud of Shahr bin hawshab

3- Weakness due to Tadlees of Shahr bin Hawshab

This narration is weak as it was only narrated throughMa`rouf bin Khurboudh and Ibn Ma`een weakened him.

Now that Ibn Moin is so dear to them that they would label a Narrator of Saheeh Bukhari and Saheeh Muslim weak due to opinion of Ibn Moin, We ask them what is the opinion of Ibn Moin regarding Shahr bin Hawshab? They wont like to answer that, but let us tell our readers what is the opinion of Ibn Moin regarding Shahr bin Hawshab

وروى عباس ، عن يحيى بن معين : شهر ثبت .

Abbas narrated from Yahya bin Moin that Shahr is Thabt/Steadfast/Prove

&

وروى معاوية بن صالح ، وأحمد بن زهير ، عن يحيى بن معين : ثقة .

Mawia bin Salih and Ahmad bin Zuhair narrated from Yahya bin Moin that he is Trustworthy

So one should ask them:- Why are You people having issue with Shahr?

But Respected Readers! I can assure You that these Nasibis will never like opinion of Ibn Moin here. Why? Because it does not suit their plan of deceiving People

Also, keep in mind that Abu Ya’la has made a chapter in his Musnad Abu Ya’la, 11/283 & included many narrations from Shahr bin Hawshab in Mu’anan form from Abu Huraira. And researcher of the book, Sheikh Hussein Saleem never weakened any Narration due to so called “Tadlees” of Shahar bin Hawshab; OR weakened Him. He termed His Chains Hasan/Good like for example, Narration 6397

As regards to the Charge of Tafarrud in regards to this narration, let us show another Narration WITHOUT Shahr bin Hawshab. And We will give you opinions of Scholars of Ahlu Sunnah

Ahmad bin Hanbal writes in his Musnad, 30/430, narration 18479

18479 – حَدَّثَنَا عَفَّانُ، حَدَّثَنَا حَمَّادُ بْنُ سَلَمَةَ، أَخْبَرَنَا عَلِيُّ بْنُ زَيْدٍ، عَنْ عَدِيِّ بْنِ ثَابِتٍ، عَنِ الْبَرَاءِ بْنِ عَازِبٍ، قَالَ: كُنَّا مَعَ رَسُولِ اللهِ صَلَّى اللهُ عَلَيْهِ وَسَلَّمَ فِي سَفَرٍ، فَنَزَلْنَا بِغَدِيرِ خُمٍّ، فَنُودِيَ فِينَا: الصَّلَاةُ جَامِعَةٌ، وَكُسِحَ لِرَسُولِ اللهِ صَلَّى اللهُ عَلَيْهِ وَسَلَّمَ تَحْتَ شَجَرَتَيْنِ، فَصَلَّى الظُّهْرَ، وَأَخَذَ بِيَدِ عَلِيٍّ رَضِيَ اللهُ عَنْهُ، فَقَالَ: ” أَلَسْتُمْ تَعْلَمُونَ أَنِّي أَوْلَى بِالْمُؤْمِنِينَ مِنْ أَنْفُسِهِمْ؟ ” قَالُوا: بَلَى، قَالَ: ” أَلَسْتُمْ تَعْلَمُونَ أَنِّي أَوْلَى بِكُلِّ مُؤْمِنٍ مِنْ نَفْسِهِ؟ ” قَالُوا: بَلَى، قَالَ: فَأَخَذَ بِيَدِ عَلِيٍّ، فَقَالَ: ” مَنْ (1) كُنْتُ مَوْلَاهُ، فَعَلِيٌّ مَوْلَاهُ، اللهُمَّ وَالِ مَنْ وَالَاهُ، وَعَادِ مَنْ عَادَاهُ ” قَالَ: فَلَقِيَهُ عُمَرُ بَعْدَ ذَلِكَ، فَقَالَ: ” لَهُ هَنِيئًا يَا ابْنَ أَبِي طَالِبٍ، أَصْبَحْتَ وَأَمْسَيْتَ مَوْلَى كُلِّ مُؤْمِنٍ، وَمُؤْمِنَةٍ “

Bara bin Azib said that we were with the Holy Prophet when we reached Ghadeer; so call for salat was given; and Prophet offered the prayer of Zuhur; and then hold the hand of Ali asws; and said

“Am I not having more authority that Momins over their lives?”

We said “Yes”

He said “Whosoever I am Mola of, Ali is his Mola; O Allah! be friend to His friend; and be enemy to His enemy”
Then Umar said “Congratulations o Ali ibn Abi Talib! Today You become the Mola of Faithful Men and Women”

Please See the chain, and you will not find Shahr bin Hawshab

As per Sheikh Shoaib Arnawut, the Narration is Saheeh/Authentic with Support of Others, though chain is Weak in his opinion with all Narrators trustworthy, and that of Bukhari and Muslim, except Hamad bin Salma, who is Narrator Muslim Only. Main objection being to Ali bin Zaid bin Juda’an

Another researcher of Musnad Ahmad, Sheikh Hamza Ahmad Zain, however terms the Chain Hasan/Good in his research upon Musnad Ahmad, 14/185, Narration 18391. And for another chain mentioned on next page, He terms the Chain Saheeh/Authentic

This Narration has also been mentioned by Ahmad bin Hanbal in his Fadail-us-Sahaba, 2/755, Narration 1042. And Researcher of the book, Wasi Ullah bin Mohammad Abbas termed the Chain Hasan/Good with Support of Others

Dhabi has mentioned this Narration in his Sair A’laam Nabala, 2/502, Printed Dar-ul-Hadeeth, Cairo, 1427;  with the Chain

وقال حماد بن سلمة، عن علي بن زيد وأبي هارون، عن عدي بن ثابت، عن البراء، قَالَ

And the researchers write on next page, in footnote no. 1

1 حسن: رواه أحمد “4/ 281″، وفي “فضائل الصحابة” “1042” وابن ماجه “116”، وابن أبي عاصم في “السنة” “1363” من طريق حماد بن سلمة، به.
قلت: إسناده ضعيف، فيه علي بن زيد بن جدعان، وهو إن كان ضعيفا، فقد تابعه أبو هارون العبدي، وهو ضعيف ضعفه جمع من العلماء، فالحديث حسن بمتابعته.

1- Hasan/Good: Narrated by Ahmad 4/281, and in Fadail-us-Sahaba 1042, and Ibn Maja 116, and Ibn Abi Asim in al-Sunnah 1363 with Chain of Hamad bin Salma

I say:- This Chain is Weak, and it has Ali bin Zaid bin Juda’an, and he was weak. And He is followed by Abu Haroon al A’badi, and He is weak, weakened by Scholars. So the Hadeeth is Hasan/Good due to following

Those who have weakened the chain, have mainly criticized Ali bin Zaid bin Juda’an. The narration which has been mentioned in Musnad Ahmad, has also been present in Sunan Ibn Maja, and the Narration goes like this

 حدثنا علي بن محمد حدثنا أبو الحسين أخبرني حماد بن سلمة عن علي بن زيد بن جدعان عن عدي بن ثابت عن البراء بن عازب قال أقبلنا مع رسول الله صلى الله عليه وسلم في حجته التي حج فنزل في بعض الطريق فأمر الصلاة جامعة فأخذ بيد علي رضي الله عنه فقال ألست أولى بالمؤمنين من أنفسهم قالوا بلى قال ألست أولى بكل مؤمن من نفسه قالوا بلى قال فهذا ولي من أنا مولاه اللهم وال من والاه اللهم عاد من عاداه

You can see that Ali bin Zaid bin Juda’an is present in this Narration, though the congratulation part is missing. And what is more interesting here is, that Sheikh Albany included this Narration in his Sahih Sunan Ibn Maja, 1/56, Narration 115 & Termed it Saheeh/Authentic.

So, to sum up

Shahr bin Hawshab’s ahadeeth have been accepted authentic by Scholars of Ahlu Sunnah, and Nawasib’s favourite: Ibn Moin, rather termed Him trustworthy

And He is not alone in narrating Umar’s congratulation.
