Sheikh of Nawasib, Ibn Taimiyya writes in his Minhaj-us-Sunnah, 6/69

 وَفِي لَفْظٍ: ” لَوْ لَمْ أُبْعَثْ فِيكُمْ لَبُعِثَ فِيكُمْ عُمَرُ» ” وَهَذَا اللَّفْظُ فِي التِّرْمِذِيِّ (2) 

And in the words:  “If I had not been sent as a messenger among you, ‘Umar would have been sent as a messenger among you instead.” And these are the words of Tirmidhi [2]

Researcher of the book, Rashad Salim, writes in footnote no. 2

(2) سَبَقَ الْحَدِيثُ وَالتَّعْلِيقُ عَلَيْهِ فِي هَذَا الْجُزْءِ ص 55.

So, we refer to 6/55; and We find

وَقَالَ النَّبِيُّ – صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ -: ” «لَوْ لَمْ أُبْعَثْ فِيكُمْ لَبُعِثَ فِيكُمْ عُمَرُ» (3) “.

And Holy Prophet (asws) said:  “If I had not been sent as a messenger among you, ‘Umar would have been sent as a messenger among you instead.” [3]

Here, Rashad Salim mentions this Narration in footnote No. 3, and He says

(3) أَوْرَدَ ابْنُ تَيْمِيَةَ هَذَا الْحَدِيثَ مَرَّةً أُخْرَى فِي هَذَا الْجُزْءِ بَعْدَ صَفَحَاتٍ ص 69 وَنَصَّ هُنَاكَ عَلَى أَنَّ هَذَا اللَّفْظَ فِي التِّرْمِذِيِّ، وَلَمْ أَجِدِ الْحَدِيثَ بِهَذَا اللَّفْظِ فِي سُنَنِ التِّرْمِذِيِّ، وَوَجَدْتُ السُّيُوطِيَّ ذَكَرَهُ فِي الْجَامِعِ الْكَبِيرِ وَقَالَ عَنْهُ: عُدَّ؛ أَيْ: ذَكَرَهُ ابْنُ عَدِيٍّ فِي الْكَامِلِ، وَقَالَ: غَرِيبٌ. كر (أَيِ: ابْنُ عَسَاكِرَ فِي تَارِيخِهِ) عَنْ عُقْبَةَ بْنِ عَامِرٍ، عُدَّ عَنْ بِلَالٍ وَنَاحَ وَقَالَ عُدَّ: غَيْرَ مَحْفُوظٍ، وَأَوْرَدَهُ ابْنُ الْجَوْزِيِّ فِي الْمَوْضُوعَاتِ، وَذَكَرَ ابْنُ الْجَوْزِيِّ الْحَدِيثَ فِي كِتَابِهِ الْمَوْضُوعَاتِ 1/320 – 321 مِنْ طَرِيقَيْنِ ثُمَّ قَالَ: هَذَانِ حَدِيثَانِ لَا يَصِحَّانِ عَنْ رَسُولِ اللَّهِ صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ وَبَيَّنَ سَبَبَ وَضْعِهِمَا، وَجَاءَ الْحَدِيثُ مَرَّتَيْنِ فِي فَضَائِلِ الصَّحَابَةِ 1/428 رَقْمَ 676 وَذَكَرَ الْمُحَقِّقُ فِي تَعْلِيقِهِ: إِسْنَادُهُ ضَعِيفٌ لِإِبْهَامِ الرَّجُلِ، وَأَشَارَ إِلَى ذِكْرِ السُّيُوطِيِّ لَهُ فِي اللَّآلِئِ الْمَصْنُوعَةِ 1/302، وَالشَّوْكَانِيِّ فِي الْفَوَائِدِ الْمَجْمُوعَةِ ص 336، وَإِلَى تَعْلِيقِ الْمُعَلِّمِي ص 337 بِمَا يُشِيرُ إِلَى وَضْعِ الْحَدِيثِ، ثُمَّ جَاءَ الْحَدِيثُ مَرَّةً أُخْرَى رَقْمَ 677، وَقَالَ الْمُحَقِّقُ: إِنَّهُ مَوْضُوعٌ.

Ibn Taimiyya mentioned this narration in this Volume, page 69, and says that These are the words of Tirmidhi. But these words are not present in Sunan Tirmidhi, and Sayooti mentioned it in al-Jami’i al-Kabeer, and said: It is present in Ibn Addi’s Kamil, and said: Its alone; and In Ibn Asaakar’s Tareekh…And said it is not safe; and mentioned by Ibn Jauzi in al-Mauduaat (fabricated narrations). And Ibn Jauzi mentioned two chains for this narration in his al-Mauduaat, 1/320-321, and said that These narrations are not Authentic from Prophet, and cleared its fabrication. And this narration is present in Fadail-us-Sahaba, 1/428, and researcher said that Chain is Weak due to unknown narrators. And Sayooti pointed to it in his al-Aali al Masnooa/1/302, and Shokani in al Fawaid, p. 336, with research of al-mulami, p. 337, with pointing to narration being fabricated. Then narration comes in no. 677, and researcher says: its fabricated

Keep in mind that This is not the only place where in Ibn Taimiyya attribute this Narration to Sunan Tirmidhi, Let us see another example. He mentions in his book, Dur Ta’aradh al-‘aql wa al-Naql, 7/47

وقال: «لو لم أبعث فيكم لبعث فيكم عمر» رواه الترمذي.

He also mentioned in al-Furqan bain Aulia al-Rahman wa Aulia al-Shaitan, p. 66

وروى الترمذي وغيره عن النبي صلى الله عليه وسلم أنه قال: «لو لم أبعث فيكم لبعث فيكم عمر» .
