Ibn Hazm writes in His book, al-Mohalla, 1/301, Printed Dar-ul-Fikr, Beirut.

[مَسْأَلَةٌ الرِّجْلَانِ فِي الْوُضُوءِ]
مَسْأَلَةٌ: وَأَمَّا قَوْلُنَا فِي الرِّجْلَيْنِ فَإِنَّ الْقُرْآنَ نَزَلَ بِالْمَسْحِ. قَالَ اللَّهُ تَعَالَى: {وَامْسَحُوا بِرُءُوسِكُمْ وَأَرْجُلَكُمْ} [المائدة: 6] وَسَوَاءٌ قُرِئَ بِخَفْضِ اللَّامِ أَوْ بِفَتْحِهَا هِيَ عَلَى كُلِّ حَالٍ عَطْفٌ عَلَى الرُّءُوسِ: إمَّا عَلَى اللَّفْظِ وَإِمَّا عَلَى الْمَوْضِعِ، لَا يَجُوزُ غَيْرُ ذَلِكَ. لِأَنَّهُ لَا يَجُوزُ أَنْ يُحَالَ بَيْنَ الْمَعْطُوفِ وَالْمَعْطُوفِ عَلَيْهِ بِقَضِيَّةٍ مُبْتَدَأَةٍ.
وَهَكَذَا جَاءَ عَنْ ابْنِ عَبَّاسٍ: نَزَلَ الْقُرْآنُ بِالْمَسْحِ – يَعْنِي فِي الرِّجْلَيْنِ فِي الْوُضُوءِ – وَقَدْ قَالَ بِالْمَسْحِ عَلَى الرِّجْلَيْنِ جَمَاعَةٌ مِنْ السَّلَفِ، مِنْهُمْ عَلِيُّ بْنُ أَبِي طَالِبٍ وَابْنُ عَبَّاسٍ وَالْحَسَنُ وَعِكْرِمَةُ وَالشَّعْبِيُّ وَجَمَاعَةٌ غَيْرُهُمْ، وَهُوَ قَوْلُ الطَّبَرِيِّ، وَرُوِيَتْ فِي ذَلِكَ آثَارٌ.
مِنْهَا أَثَرٌ مِنْ طَرِيقِ هَمَّامٍ عَنْ إِسْحَاقَ بْنِ عَبْدِ اللَّهِ بْنِ أَبِي طَلْحَةَ ثنا عَلِيُّ بْنُ يَحْيَى بْنُ خَلَّادٍ عَنْ أَبِيهِ عَنْ عَمِّهِ – هُوَ رِفَاعَةُ بْنُ رَافِعٍ – أَنَّهُ سَمِعَ رَسُولَ اللَّهِ – صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ – يَقُولُ: إنَّهَا «لَا تَجُوزُ صَلَاةُ أَحَدِكُمْ حَتَّى يُسْبِغَ الْوُضُوءَ كَمَا أَمَرَهُ اللَّهُ عَزَّ وَجَلَّ ثُمَّ يَغْسِلَ وَجْهَهُ وَيَدَيْهِ إلَى الْمِرْفَقَيْنِ وَيَمْسَحَ رَأْسَهُ وَرِجْلَيْهِ إلَى الْكَعْبَيْنِ» . وَعَنْ إِسْحَاقَ بْنِ رَاهْوَيْهِ ثنا عِيسَى بْنُ يُونُسَ عَنْ الْأَعْمَشِ عَنْ عَبْدِ خَيْرٍ عَنْ عَلِيٍّ ” كُنْتُ أَرَى بَاطِنَ الْقَدَمَيْنِ أَحَقَّ بِالْمَسْحِ حَتَّى رَأَيْتُ رَسُولَ اللَّهِ – صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ – يَمْسَحُ ظَاهِرَهُمَا “.

[Issue of Feet in Ablution]

And regarding Our saying about Feet, Quran was revealed with Wiping/Masah. Allah says {And Wipe Your head and Feet}[Surat Maidah:6]. In which ever form Laam (of ArjUL) is recited, its A’tf would be on Head/Raos: whether it is word or Place, Other is not allowed, as it is not allowed to place something else between Ma’toof and Ma’toof Aleh. 

And similar is received from Ibn A’bbas who said: Quran was revealed with Masah/Wiping, means of feet in ablution.

And there was a group of Salaf which spoke of Masah on feet. Amongst them were Ali ibn Abi Talib (a.s), Ibn Abbas, Hasan, I’krama, Sho’bi and others. And this was the statement of Tibri. And there are Narrations in this regard.

One of These is with chain of Hamam >> Ishaq >> Ali bin yahya >> From His Father >> From Uncle who is Rafa’a, who heard from Prophet: Your prayers are not allowed till the time He does not do good ablution as told by Allah. Then He washed His face and hands till elbow. Then Wiped Head and feet till ankle. 

And from Ishaq >> E’sa >> A’mash >> A’bd Khair >> Ali (a.s): I thought hidden part of feet was more deserving of wiping till I saw Prophet (asws) wiping the Apparent part.
