Ibn Taimiyyah is called Sheikh-ul-Islam in Salafi world. Let us see what He said about This Surah. He mentions in Minhaj-us-Sunnah, 7/179

وَسُورَةُ ” هَلْ أَتَى ” مَكِّيَّةٌ بِاتِّفَاقِ أَهْلِ التَّفْسِيرِ وَالنَّقْلِ، لَمْ يَقُلْ أَحَدٌ مِنْهُمْ: إِنَّهَا مَدَنِيَّةٌ

Surat Hal Ata is Makki in origin as per consensus of All Scholar of Tafsir and Narration, and None said it was revealed in Madina 

Now, He has made it very easy for us. If we show even a Single person who had said it was Makki, It would expose lie of “Sheikh-ul-Islam”

Baghwi writes in His tafsir, 5/188

قَالَ عَطَاءٌ: هِيَ مَكِّيَّةٌ. وَقَالَ مُجَاهِدٌ وَقَتَادَةُ: مَدَنِيَّةٌ. وَقَالَ الْحَسَنُ وَعِكْرِمَةُ: هِيَ مَدَنِيَّةٌ إِلَّا آيَةً وَهِيَ قَوْلُهُ: فَاصْبِرْ لِحُكْمِ رَبِّكَ، وَلا تُطِعْ مِنْهُمْ آثِماً أَوْ كَفُوراً [24]

A’ta said it is Makki. Mujahid and Qatada said it is Madani. Hasan and Ikrama said It is Madain except for the verse…

He said none said it, We showed Two accepting it in totality. 

Qurtubi writes in His Tafsir, 19/118

سُورَةُ الْإِنْسَانِ وَهِيَ إِحْدَى وَثَلَاثُونَ آيَةً مَكِّيَّةٌ فِي قَوْلِ ابْنِ عَبَّاسٍ وَمُقَاتِلٍ وَالْكَلْبِيِّ. وَقَالَ الْجُمْهُورُ: مَدَنِيَّةٌ.

Surat-ul-Insaad is Makki as per opinion of Ibn Abbas, Maqatil, and kalbi. And Majority said it is Madani 

Keep in mind that Sayooti mentioned in His Tafsir, 8/365, that Ibn Abbas stated that this Surah is Madani 

وَأخرج ابْن الضريس وَابْن مردوية وَالْبَيْهَقِيّ عَن ابْن عَبَّاس قَالَ: نزلت سُورَة الإِنسان بِالْمَدِينَةِ

However, Ibn Taimiyyah had claimed that None has said, and that is a Lie.
